MINUTES of the Parish Council Meeting 18  May 2021

The Royal British Legion Hall Wrafton

 

The Chairman welcomed Major Mark Woosey to the meeting.

Present: Cllrs. Mrs J Elliott, S Crowther, D Holt, J Turner, M France

Apologies: Cllr Mrs Davis, Cllr Pru Maskell  

In Attendance: Major Mark Woosey.. M J Measures (Clerk to the Council).

  1. Minutes of the Parish Council Meeting 4 May2021

These were agreed and signed as a true record 

  1. Police Report:

Copy of the monthly Report has been sent to Members.

  1. Reports from County and District Councillors.

None received. 

  1. Correspondence.

Copies have been sent to all Councillors 

  1. Finance Matters.

Invoices agreed for payment:BeCleanSolar £53.00 (Apr/May);C F Wallis £120.00

(May); North Devon Council £595.39 (Apr/May); Internal Audit £50.00; Community First Insurance £360.07.

The Accounting Statements were signed by the Chairman.

Internal Auditors Report stated “Overall, I have concluded that the finances appear well managed and that supporting records are appropriate to the type and size of the council”.

The Clerk reported that the balance at 18 May is £5440.19 (this includes the £826 grant from DCC for Chivenor Notice boards) 

  1. Planning Matters

None received

Cllr Crowther reported that the NDC Planning Committee will meet again in two weeks time to re-consider the Yelland Quay application. He will attend on behalf of the Parish Council. There will be a demonstration in Barnstaple this Saturday. 

  1. Velator Nature Reserve S106 Project Brief.

Cllr Holt said there was nothing further to report. He gave a brief outline of the current position to bring Major Woosey up to date. A copy of the Project Brief prepared by Cllr Holt was sent to Councillors (see Minute 923).

  1. Neighbourhood Plan.

Cllr Crowther commented on the current position and gave Major Woosey a copy of the “wish-list” given to Members at the last meeting. 

  1. Co-option of Councillors

The Clerk had sent copies of the five applications to Councillors for them to consider. The Clerk explained that all the applications met with the necessary  criteria. There was no personal information disclosed at the meeting. The five applications were approved. Applicants will be invited to attend the meeting on 15 June to be co-opted to the Parish and to sign their Declarations of Acceptance of Office. The Clerk will notify the applicants
