MINUTES of the Parish Council Meeting 19 March 2024

 Minutes of the Meeting 20 February 2024

The Minutes were agreed and signed as a true record  

  1. Police Report:

A copy of the Police Report was sent to all Members                    

  1. Reports from County and District Councillors.

Cllr Maskell reported that £5m funding has been agreed for road safety improvements and she is hopeful that the scheme for the road crossing at Wrafton will be agreed. She commented on the large number of potholes and the constant flooding of some roads and was pleased to note that two Councillors will represent the Parish Council on the Advocate Scheme.

Cllr Knight commented on the Devon, Cornwall and Isles of Scilly Climate Adaptation Stretegy and asked that Councillors look up the information on two links addresses which the Clerk will forward to Members. Concerning the allotments, there is a meeting with NDC Officers regarding land acquisition on Wednesday 3 April 2024. The Chairman asked if he could attend.

  1. Correspondence.

The Clerk had sent correspondence to Members and highlighted the proposed road closure for surface dressing on 9 April for Velator Road

  1. Finance Matters.

Invoices agreed for payment:, BeCleanSolar £27.50 (Mar), North Devon Council

 £699.43 (Feb/Mar), M J Measures £162.50 (Admin/Accomm Dec/Mar); Cllr G Norman

£53.94 (litter bag hoops); Cllr R Reeder £30.00 (printing costs)

The balance at 19 March 2024 is £4414.67

 

Members agreed to keep the same Internal Auditor. Members also agreed to keep C J Wallis as DCC P3 contractor at a cost of £150.per month for initial six months and BeCleanSolar to clean the bus shelters once a month and the full road signs once every three months (cost to be approved).

Allotments.  On-going discussions

Dog Bins   Cllr Knight is arranging a meeting with Cllr Millett and Mr J Brookman, NDC Officer, concerning the purchase and siting of a dog/waste bin in the pump track area.

Road-crossing.  See Minute1214

Community Emergency Plan. Cllr Reeder gave Members a draft copy of the Heanton Punchardon Ward Community Emergency Plan’ It is a very detailed document and Members were asked to look at it in more detail. The Chairman thanked Cllr Reeder for producing copies  the draft plan.

Footpaths. Cllr Turner has inspected the footpaths in the Parish and produced a detailed report for submission to Devon County Council Parish Paths Partnership Scheme. He highlighted that at the SW end of footpath 2, near Poyers Bridge, at the entrance to the pump track it would be useful to create a ramp for wheeled access such as wheelchairs, prams, etc. The clerk informed Members that he has contacted the DCC Area Warden who will investigate. Cllr Maskell said she will also look at the possibility.

Bus shelter repair. Members discussed the most appropriate type of replacement glass and it was agreed to use wire-strengthened glass. The Clerk will investigate replacement costs.

  1. Future Meetings

It was agreed to hold the Annual General Meeting and monthly Parish Council Meeting onTuesday 16 April 2024 and the Annual Parish Meeting (where members of the public can speak) and monthly Parish Council Meeting on Tuesday 21 May 2024. 

  1. Chairman’s Discretion.

Cllr Reeder suggested that a Parish Community Event could be held in Wrafton in the summer, encouraging the public to attend. Cllr Reeder agreed to investigate further and inform Members of progress.

Minutes for our March meeting

MINUTES of the Parish Council Meeting 20 February 2024

Present: Cllrs  S Crowther , J Turner, G Millett, R Reeder. M France, C Andrews,  L Gilkes

In Attendance: Cllr P Maskell.  Cllr R Knight . M J Measures (Clerk to the Council).  Two members of the public.

Members welcomed a visiting Town Manager from Cambridgeshire.

1203. Minutes of the Meeting 16 January 2024

1204. Police Report:

A copy of the Police Report was sent to all Members

1205. Reports from County and District Councillors.

Cllr Maskell reported that at a budget meeting it was predicted there would be a 4.99% Council Tax increase. On possible devolution the Cabinet Members from Devon County Council and Torbay Council voted to support the proposed deal.

Cllr Knight asked for guidance re his discussions with Perrigo regarding land for allotments. Cllr Crowther said that the Council did want to sacrifice the Wrafton playing field for allotments but wanted NDC to commit to create a fund from future S106 monies in the parish to acquire land for allotments or to acquire land directly for allotments as part of an S106 condition.

He asked that Cllr Knight facilitate a discussion with the relevant NDC Officers to establish this commitment. Cllr Knight will continue to liaise with Cllr Reeder and with NDC Parks Dept. regarding the possibility of land next to the pump track being identified as a potential allotment site

1208. Planning Matters

1209.  Restriction to Footpaths.

Comments from the Parish Council were noted by DCC Highways Officers and the Public Rights of Way Officer has given an assurance that all the necessary care and work will be carried and the Scheme Leader, Toby Stephenson, will provide a response to the matters raised by the Parish Council.

1210. On-going Matters

Dog Bins  Cllr Millett said he contacted NDC on a couple of occasion but has not yet had a positive response. Following discussions it was agreed that Cllr Millett  liaise with Cllr Reeder and pursue the request to locate the dog bin inside the gate entrance to the pump track. There was discussion about approaching NDC to create a ramp at the entrance to the pump track field.

Road-crossing.  Cllr Maskell said she is still waiting for a response from Paul Young, Devon County Highways Officer.

Community Emergency Plan. Cllr Reeder will act as Lead Member

1211. Chairman’s Discretion.

Heanton Hill Lane. Cllr Crowther asked for an update on the progress of the one-way designation of Heanton Hill Lane. Cllr Maskell said that the February HATOC meeting had been cancelled and the matter was now expected to be brought forward at the June meeting. Cllr Crowther asked Cllr Maskell and Cllr Knight to monitor the situation closely to ensure that this happens.

Vetator Pond. No further response from the Environment Agency.

Bus Shelter. A large frame of glass was shattered on the night of 31 January/1 February and the Clerk informed the local police and insurance company.

C F Wallis was called out to clear the glass and make-safe the area. The Clerk showed Members photos of the damage and he is now  in the process of obtaining quotes for the replacement/repair before placing an insurance claim.
