MINUTES of the Parish Council Meeting 20 February 2024

In Attendance: Cllr P Maskell. Cllr R Knight . M J Measures (Clerk to the Council). Two members of the public.
Members welcomed a visiting Town Manager from Cambridgeshire.

1203. Minutes of the Meeting 16 January 2024
The Minutes were agreed and signed as a true record
1204. Police Report:
A copy of the Police Report was sent to all Members
1205. Reports from County and District Councillors.
Cllr Maskell reported that at a budget meeting it was predicted there would be a 4.99% Council Tax increase. On possible devolution the Cabinet Members from Devon County Council and Torbay Council voted to support the proposed deal.

Cllr Knight asked for guidance re his discussions with Perrigo regarding land for allotments. Cllr Crowther said that the Council did want to sacrifice the Wrafton playing field for allotments but wanted NDC to commit to create a fund from future S106 monies in the parish to acquire land for allotments or to acquire land directly for allotments as part of an S106 condition.
He asked that Cllr Knight facilitate a discussion with the relevant NDC Officers to establish this commitment. Cllr Knight will continue to liaise with Cllr Reeder and with NDC Parks Dept. regarding the possibility of land next to the pump track being identified as a potential allotment site

The Clerk had sent correspondence to Members
1207. Finance Matters.
Invoices agreed for payment:, BeCleanSolar £67.50(Feb). Andrew Luxton £177.00 (Replace gate post); C F Wallis £50.00 (emergency call-out); Jonathan Long £93.99. (web-site) The balance at 20 February 2024 is £5360.54
1208. Planning Matters
78167 – 7 Southlands Wrafton. Single height extension to the side elevation
Recommend : Approval
1209. Restriction to Footpaths.
Comments from the Parish Council were noted by DCC Highways Officers and the Public Rights of Way Officer has given an assurance that all the necessary care and work will be carried and the Scheme Leader, Toby Stephenson, will provide a response to the matters raised by the Parish Council.
1210. On-going Matters
Dog Bins Cllr Millett said he contacted NDC on a couple of occasion but has not yet had a positive response. Following discussions it was agreed that Cllr Millett liaise with Cllr Reeder and pursue the request to locate the dog bin inside the gate entrance to the pump track. There was discussion about approaching NDC to create a ramp at the entrance to the pump track field.
Road-crossing. Cllr Maskell said she is still waiting for a response from Paul Young, Devon County Highways Officer.
Community Emergency Plan. Cllr Reeder will act as Lead Member
1211. Chairman’s Discretion.
Heanton Hill Lane. Cllr Crowther asked for an update on the progress of the one-way designation of Heanton Hill Lane. Cllr Maskell said that the February HATOC meeting had been cancelled and the matter was now expected to be brought forward at the June meeting. Cllr Crowther asked Cllr Maskell and Cllr Knight to monitor the situation closely to ensure that this happens.
Vetator Pond. No further response from the Environment Agency.
Bus Shelter. A large frame of glass was shattered on the night of 31 January/1 February and the Clerk informed the local police and insurance company.
C F Wallis was called out to clear the glass and make-safe the area. The Clerk showed Members photos of the damage and he is now in the process of obtaining quotes for the replacement/repair before placing an insurance claim.
